EXECUTIVE TEAM



Russ Matulich (Founder, President & CEO)

Mr. Matulich brings an impressive resume of leading and advising global telecommunications companies. Prior to founding RTI, Mr. Matulich provided advisory services in the Asia-Pacific region, helping firms to evaluate proposed undersea cable projects, leading network acquisition negotiations, and executing undersea cable strategies.


From January 2002 to December 2010, Mr. Matulich was Managing Director, Asia-Pacific Region, with TE SubCom (formerly Tyco Telecommunications), where he and his team consistently outperformed their competitors, facilitating multiple cables between China and the U.S., between Japan and the U.S., within Asia, and originating in Australia. Those cables—including TPE, UNITY, PPC-1 and SJC—were valued at approximately $2 billion.

MASAHIRO SOMA (Chief Technology Officer)

With a long and distinguished career in the undersea cable industry, Mr. Soma’s accomplishments are well known in the industry and around the globe. Prior to joining RTI, Mr. Soma was a Director of the International Network Department at SoftBank, where he oversaw the planning and implementation of SoftBank’s international network, including international voice, global IP, and submarine cables. Instrumental in the Japan–US Cable project, Mr. Soma was chairman of the Technical Working Group, and from 2006 to 2015 served as the Upgrade Procurement Group Chair, in which role he made significant achievements in system upgrades, improving the system design capacity to more than 10 times the original design capacity. More recently, he chaired the New Japan–US cable. Mr. Soma also worked as the technical consultant for the Australia–Japan Cable (AJC) during its planning and construction phases. Subsequently, he sat on the Board of Directors at AJC Holding Limited.

BRIAN MASS (Director of Finance)

Mr. Mass brings an extensive background in telecom, media, and technology financing and advisory services. From 2001 to 2012, Mr. Mass was a Director in Citigroup’s Global Technology Investment Banking Group, where he specialized in providing corporate finance and advisory services for Global Services and IT Infrastructure companies. During Mr. Mass’s tenure with Citigroup, he executed more than $70 billion in transactions.


Previously, from 2000 to 2001, Mr. Mass was an Analyst at Rho Ventures, a venture capital firm with more than $2 billion under management.


Mr. Mass sits on the board of YipTV (live Internet television), and is FINRA Series 7 (General Securities Representative) and Series 63 (Uniform Securities Agent) registered.

CHRIS BRUNGARDT (Senior VP, Regulatory Compliance)

Mr. Brungardt brings 25 years of experience in the telecommunications industry, serving both terrestrial and marine cable projects. His expertise covers all facets of permitting, environmental impact assessments, right-of-way acquisition, lease negotiations, fishermen union negotiations, outside plant design, and other services necessary for the development of telecommunications projects. Mr. Brungardt is well versed in federal, state, and local regulations (such as the National Environmental Policy Act and the California Environmental Quality Act) throughout the United States and its territories. His deep experience with long terrestrial systems throughout the U.S., as well as numerous transpacific submarine cable systems, has enabled him to build strong relationships with agency staff, and he has become the go-to expert in permitting processes, timelines, and cost estimation for landing marine cables in California and the other Pacific states. His transpacific cable resume includes projects such as SEA-US, Asia-America Gateway, Japan-US, China-US, Unity, Tycom Global Network, and others.

Benny Choo (VP, Marine Engineering and Services)

Mr Choo brings 22 years of experience in the undersea cable industry, providing services in marine maintenance / installation and cable systems sales in the Asia Pacific region. He has strong and deep relationships in the Asia Pacific region that include over 25 major telecommunications companies and marine cable ship operators. Prior to RTI, Mr. Choo was a Sales Director at TE SubCom for the Asia Pacific region. He joined TE SubCom in 2006 and helped create a private marine maintenance program in North Asia that generated sales exceeding $250 million. He also played a vital role supporting systems sales for the Asia Pacific region with a total contract award value exceeding $1.5 billion. Mr Choo also enabled TE SubCom to enter the Indonesian domestic market, winning contract awards in 2014 and leading the company to participate in the first e-auction in Indonesia in 2016. Previously, from 1994 to 2006, he was responsible for marketing and sales for the ASEAN Cableship Pte Ltd (APCL).

RICHARD KIMBER (CEO, OzForex)

Mr. Kimber, with 25 years of global leadership experience that includes several chief executive and board roles, has extensive experience in financial services, marketing, social media, and capital markets.


Mr. Kimber was CEO of OFX Group, one of the world’s leading international payment and foreign exchange companies listed on the ASX. Earlier, Mr. Kimber was COO of ANZ Global Markets, and was also the first Regional Managing Director of Google in Southeast Asia. While at Google, Mr. Kimber led all of Google’s commercial and country operations in the region, more than doubled its multi-billion dollar revenue, and managed the integration of YouTube and DoubleClick.


Mr. Kimber is an active investor in technology start-ups and sits on several boards.

DATUK LIM (Founder, Optic Marine Services)

Datuk Lim is the founder of Optic Marine Services International Limited and with over 30 years of experience in the submarine telecommunications industry. He has worked alongside many global partners and has extensive networks within the industry. Datuk Lim has been admitted as a member of The Institute of Chartered Shipbrokers since 1979 and currently serves as Chairman and the Principal Advisor of the management team. He is also the President of Wajah Nichiei Sdn. Bhd., a company actively involved in highly specialized and time-sensitive submarince cable projects throughout Asia.


Datuk Lim is also seated as an Independent Non-Executive Director of Daya Materials Berhad which is listed on the Kuala Lumpur Stock Exchange (KLSE). He also has holdings in forestry and plantation businesses in Papua New Guinea.

DAVID YUILE (CEO, Nextgen)

Mr. Yuile, with 25 years experience working with both blue chip, private equity and pension fund backed companies across four countries, brings significant expertise in the telecommunications vertical.


Mr. Yuile is currently CEO of Metronode Group, a leading supplier of energy efficient data center facilities in Australia. Previously, he was CEO of Nextgen, where he was responsible for the company’s sale to Vocus Group for $806M in Oct 2016. Prior to his tenure at Nextgen David held various other CEO roles at several Australian telecommunications companies including AAPT.


Mr. Yuile is a dedicated supporter of start-ups and technological innovation in Australia.
